Das Projekt wird gemeinsam durch das Amts- und Landgericht sowie die Staatsanwaltschaft Chemnitz durchgeführt.
Amts- und Landgericht sind Gerichte der ordentlichen Gerichtsbarkeit. Das Amtsgericht ist in Zivilsachen für erstinstanzliche Streitigkeiten bis 10.000 EUR und Mietstreitigkeiten zuständig. In Strafsachen wird es tätig, wenn keine höhere Freiheitsstrafe von mehr als 4 Jahren zu erwarten ist. Das Landgericht entscheidet über Zivil- und Strafsachen der I. und II. Instanz.
Die Staatsanwaltschaft ist eine Strafverfolgungs-/Strafvollstreckungsbehörde. Es werden u. a. Ermittlungen durchgeführt, Anklagen erhoben, Verurteilte zum Haftantritt geladen und Geldstrafen vollstreckt.
